If in leaf and flower bud then it should not be transplanted ~ much too late
and would probably not survive. However if it is in a container then there
should be no problem; as long as the roots are not disturbed.

I was about to transplant a climbing rose in my yard, but found that
it's covered with buds about to bloom. (It's been an unbelieveably
warm March here in Northern California!) Would I be doing the plant
