Default Half-Barrel Water Garden + Rain

I was thinking of just playing it safe and placing it on the covered
porch (less sunlight, though, and I would like blooms), or filling the
bottom with rocks high enough to hold a pole w/ cement as base where I
can put an umbrella up to shield the pond from rain. What do you all
recommend if I even need to have concern?

Unless you are diverting water from some source into the barrel, no
more water will fall on it than would fall if it were not there.
There will be a bit of concentration, directly beneath the barrel will
not catch direct rainfall, it will spill at the edges, but not much
difference.
