Default Half-Barrel Water Garden + Rain

Unless you are diverting water from some source into the barrel, no
more water will fall on it than would fall if it were not there.
There will be a bit of concentration, directly beneath the barrel will
not catch direct rainfall, it will spill at the edges, but not much
difference.

Ok, good to know. The same holds true even with a preformed barrel
liner, right? Since rain is in the forecast numerous days this week,
is it better to just let the rain fill the container or go ahead and
put my yesterday-bought plants in there with water now?

If the plants are aquatic, you'll want to keep them in an aquatic
environment. I would at least keep enough water to keep them in the
environment that they require. You could always then, just let the rain top
the pond off.
