If you are using a little pump or foot pump it is more difficult.
Make a tourniquet around it. Either a rope and a screwdriver or a ratchet
strap would do nicely. The normal way is with an air line, take the valve
stem out, push the tyre down aginst the ground and against a wall at the
same time while inflating. Another method with an airline is to try to
inflate and bang the whole wheel on the ground (upright wheel, not sideways)
