you don't say what town you are from but up here in qld it is illigal
to park on the footpath, footpaths are for people roads for cars.
there are legal implications should a pedestrian get injured from the
damage caused by the cars.

but while cars are being parked there you will never get grass to
grow, so you may as well fill the grooves with blue metal or
decomposed granite.
