Scale insect and it's just releasing it's young which is why the fluffy
stuff. Nows the exact time to hit it (the whole tree, top and bottom of
every leaf and twig) with a spray such as Malathion if it's still available.
Once the young settle, become stationary and their shell hardens it's
impossible to get chemicals to work well.
