Default Rambling roses

Is there any hope of persuading an old leggy rambler to throw out new
low level growth?
No idea what the variety is.
It is quite vigorous, produces plenty of high level bloom and the new
growth is pruned back each year.
But it has been leggy since we inherited it with the house.
I hesitate to cut it off at its knees - on the off chance that it
might respond.
Would there be any merit in trying to graft buds at a lower level - or
is the old wood likely to lack sufficient sap to feed the graft?
