Neither exactly. Angiosperms produce flowers and fruit (drupes, berries,
etc). Gymnosperms produce cones and naked seeds in what is their equivalent
of a flower, a pistillate strobilus, however this is not recognized as a
true flower And then there are the spore-bearing plants which produce
neither flowers, fruits or seeds.

Your statement may be perhaps better phrased as " all plants produce either
pollen or spores".
