I seem to have chinch bugs in this area in early fall every three or
four years. Whatever this is, it's about a month to a month and a
half late and the "tin can test" didn't show chinch bugs. Is this St
Augustine decline, which I've never had before?

If so, do I do anything about it?
The edges of the areas are rounded which would indicate chinch bugs. Treat
with bug powder and reduce the amount of irrigation to the spots. Better
yet, rip out the grass and plant shrubs and trees or use hardscape.
