My own opinion is that if the vine is vigourous and indeed strangling your
neighbours plants, then yes you should either trim the thing or get rid of
it. The choice of plant was yours, and should not be inflicted on your
neighbours nor allowed to damage anything that they plant. Just because you
think it is beautiful doesn't mean that your neighbours have the same
opinion.
