It takes time, and it's not their preferred feeding place - it needs to be
visible to them, and you need to have fresh food to attract them. The birds
will come in time:-)

If it's any help (and it won't suit everyone) we have a forked stick in the
border outside this window. All other plants are now 'in bed' for the
winter. On this stick we hang various bird feeding bits and pieces and they
love it. We get to watch them, they get good food, everyone is happy! If
you don't have a flower bed into which to sink the stick, how about
cementing it into a flower pot or old bucket? You could have a row of them
and provide a sort of fast food chain for birds!
