Why doesn't your sister ask her landscaper which plant they are calling
"Joseph's coat" and have them come up with the actual botanical name?

They could be alluding to any number of variegated plants from the
common "Coleus" to Opuntia monacantha 'Joseph's Coat'!!!!!!
