Roots probably haven't started growing out yet. Some stuff I plant in the
yard takes a year or two before it takes off. Once every so often, one never
will. Like when you buy a really pot-bound tree at an end-of-year clearance
sale.

Or it gets too much shade. Yaupon likes some real sun but you say it gets
morning sun so that should be ok. You might trim up some limbs shading it
just for this growing season coming up. Give the leaves that much more
energy for a few months.

I'd try two things to get the roots going. Dig down two sides of the
original root ball a foot or so deep. Are the roots growing into the
surrounding soil? If not, scrape the old root ball up and down, agitate and
slightly damage the roots and for sure cut through any ring roots you see.

Second, water with some kind of rooting helper. Even just B-1 dissolved in
your watering bucket should help.
