The charter sets the rules by which the newsgroup is to operate and are
agreed at the time the newsgroup is set up. There are standard
procedures for changing for changing the charter.

But the charter is not, of course, enforceable. (That's not the same as
saying that there's no need to comply by it).

the only thing that can be done is to remind people of what the charter
says, and that is what Janet did. Since this group is unmoderated, then
it is up to each and every one of us to remind posters what the charter
is and what is and isn't allowed. The alternative is a free-for-all,
with the UK gardening discussion content completely lost amongst the
adverts, the conservation rants, and the non-UK gardening - which is
what would happen since the number of people gardening outside the UK
far exceeds the number gardening within the UK.

The topic of this usenet group is UK recreational gardening. Any
contributor can join discussions of that topic, wherever they live and
whatever nationality they have. As with most usenet groups, rogue
mailings arrive. Those a best ignored rather than given publicity.

Sometimes an on topic thread strays into off topic discussion, we have
all done that at times. At those times a little common sense and a
little tolerance are preferable to bombastic insistence on compliance.

In a similar way, our pastime of recreational gardening depends upon
commercial activity and some references to that appear in this group.
Again common sense and tolerance have usually fostered the mainly good
nature of urg discussions, without need of dictatorial censure.

Hopefully that will continue.
