Herons eat their prey by grabbing them
and taking them right down the gullet.
So the smaller the turtle the more danger
they are in from herons. I expect there
is a size that a turtle would get to that
the heron would think twice before attempting.

That said, I did read of a heron who really
miscalculated and speared a turtle right
through one leg hole and out another.
Got the turtle stuck on his beak...

I'm not sure about hawks going after turtles.
But I would not rule it out.
