Default apple cedar rust balls

I do not know the botany term for these brown orange balls of apple
cedar rust found on cedar trees. Perhaps galls?

Anyway I notice they are abundant on low lying limbs near the ground and
especially on young cedar trees. But on the older ones, those so tall
that I cannot even reach the lowest limbs, I find none of these rust
balls. Is this just circumstantial to my cedar trees or is it common
that the rust affects only young trees and limbs close to ground.
