For most plants I'd agree with Jim (and I have posted hundreds) but
Portulacaria is a succulent and may well rot if kept sealed among damp paper
towel for days in the post. This is a plant that will survive for weeks
without watering. I'd bare root it and post it in a cardboard box filled
with dry newspaper or polystyrene chips. When planted, it should be in dry
gritty/sandy compost and left dry for a week and then watered minimally for
a few weeks before normal (succulent) watering is recommenced.

Wrap the cuttings or the bare-root plant in several layers of wet paper
towel, tie tightly with rubber band, put in sealable baggie, put in brown
envelope or box, tape seal tightly, and ship.
