Would like to plant a low hedge; preferably one that has perfumed
flowers,
around some garden beds. Any ideas what would be nice? Thanks,
Margret
Rosemary?

Lavender? Nandina domestica - though not perfumed AFAIK and Fuchsias ditto.
Just another thought - if it's to be a low hedge, would patio roses do it?
Not pretty to look at in winter, though.
