Default [IBC] Galls & Mealy Bugs

This is why I don't complain too loudly about the climate during blizzards.
We have both, but they are more controllable. You have both galls and mealy
bugs because you have a susceptible tree in a warm climate. As you noted, the
mealy bugs show up as cottony masses. They are most easily controlled with a
systemic insecticide. I happen to prefer Orthenex. Since you are in California,
you can spray outdoors just about all year round.
The galls are usually cause by an infection. If it is a fungus infection, you
spray with a fungicide. However, once you see a gall, the damage is done.
You probably need a regular program of preventive spraying. Galls on woody
plants are rarely caused by insects, although I think there are minute wasps and
other Coccinidae (scale insects, same family as mealy bugs) that have been
accused in certain trees. You should probably contact your county extension agent
to find out what is the best prevention program recommended for your area for
both problems.
