i am growing green peppers for the first time the plant looks healthy

Most likely they have failed to pollinate. Later ones may be more
successful, or you could try hand pollination, i.e. transfer some
pollen from male to female flowers. Female flowers have a tiny swelling
behind them which should grow into a fruit.
