Variable.

Currently cold and wet in Twickemham. Could be colder and wetter at this
time of year. Conversely it could also
be milder and wetter - based on recent years as examples.

"It's wet" in most English speaking countries will almost certainly get you
a sideways look and/or slightly raucous laughter in response. In England
everyone will know you are refering to the weather.

"It's lovely" does not refer to one's new hat, the view over the valleys or
the colour of hair unless expressly referenced. "It" in the English
language, as spoken by the English, means "The Weather".

It is the second most popular topic in this country - the first being best
kept behind the bedroom door.
