That would depend upon style and species but you can get the dwarf growth in
the ground. You need the right plants and plenty of pruning. But, Bonsai
means "tray tree." So anything in the ground isn't a Bonsai.

Perhaps they should be kept outside but in pots, pots buried under
mulch of sorts.
Do able, but I would want a rotation of plants and the mulch could keep
everything too wet and attract bugs and fungus.
