Naturally. And presumably some have done so, and that is
why some authorities discourage or forbid access to binary
newsgroups.

My intent is not to take this into an off topic flame-fest,
simply
to point out that some or many can't see the binary news
groups.

ISP's that don't carry binary groups don't for financial reasons.
It takes a lot of expensive hardware to carry binary groups and
have any realistic retention.

Subscribing to a NSP to see groups like
alt.binaries.pictures.gardens costs very little and I have never
seen kiddie porn in that group.
