That is true for a lot of our plants. A lot will grow in the UK,
but not set seed at all reliably.

is not where the grasses will be grown for seed, that is not so.
If you disagree, please name some such places.

Many parts of the UK get less than half that. It is the lower
evaporation that makes the difference.
