Default A good climber for a fence?

Right. Then NOT Campsis x taglibuana or several others.

Most honeysuckles, most clematis etc. You should fix some wire or
netting for all of those (plus Akebia quinata). Clematis armandii
is excellent, and is evergreen and flowers vigorously and with a
strong scent in spring. You may succeed with Holboellia.

Virginia creeper and climbing hydrangea (and relatives) will self
cling, and the latter do flower.
