You can buy rubberised chippings made AFAIK from old car tyres, these
may well be even safer as there is no danger of splinters, bits getting
into eyes etc and they should be very soft for a landing. No idea where
you can get them from though, perhaps your local council may be able to
help with a supplier.

Presumably also the local cats won't find it quite as appealing as bark to
use as a toilet....which could be a major disadvantage of bark for a
children's play area.
