Default lawns returfing

my lawn is riddled with moss and needs returfing. i was going to have the existing turf lifted and then new turf put on. some blokes had a look and said the best thing to do is leave the existing turf/moss on and cover it with 2" of sand and then put the new turf on top of that. they say it will kill the moss underneath and the new turf will root into the sand. they also say its the wet ground causing the moss and the sand will soak it up and stop moss reoccurring. i appreciate it would also be a much easier job for them though i wonder if it will work and is this the right approach. is this right or is it a con, advice appreciated thankyou
