A small air driven sponge filter would help tremendously. I raise the fry
in those $10 shallow kiddy pools from Wal*Mart with air driven filters.
Then at about a month of age they're moved to 680g pools with a regular
filter run by a protected water-pump. The pump is between two plastic pond
plant baskets and wired closed.

Siphoning the bottom would be great if you can be careful and not suck up
the fry.
