Watering it, most likely. A tree planted a year ago should be making
a lot of new feeding roots, far afield in all directions from the
original planting hole, spreading out into the surrounding soil to find
their own water, minerals and nutrition.

If you keep watering it, (or feeding it artificially) you're
encouraging the new root growth to head for the soil surface in the
watered area, which is not in the tree's best interests.

A few years ago a young tree died on me (not in the same location as my
current problem). When I dug it up I found that the roots were bone dry. I
thought that I had watered it enough. This time I have been particularly
careful to make sure that it did not suffer from lack of water and now I
have the opposite problem. You just cannot win!!
