Assuming you mean Lippia citriodora, as I still call it, though it's now
known as Aloysia triphylla, I'd leave it alone until it's grown quite a bit
more.
They tend to get straggly and look dead in winter, then astonish you by
suddenly showing signs of life. They're fabulous plants and the smell from
the leaves is just heavenly. Here's a site that tells you some of the uses
