Default Is this the bug eating my potato plants? link jpg

North-East US: This insect flies proficiently. That "carapace" (it is
hard) opens up to allow flight. Alighted the insect is _flat_ on the
underside with its legs pulled. inTwo longish buttefly-positioned
antenna. Never see this anywhere else -- But also am not sure if it
actually is the pest eating the foliage (see jpg)

Anybody shed any light on who this is and is it the culprit?
