Default Propagating Fescues?

Been using tall fescue seeds to over-seed the lawn because of deep
roots, drought resistance and dark green color. A recent post mentioned
fescues as not propagating and called some "clump fescues". Does any of
the following mix propagate by rhisomes?

50% Rebel III Tall Fescue
25% Rebel 2000 Tall Fescue
24% Genisis Tall Fescue

If they propagate by dropping seeds does this mean that I have to leave
it uncut at a certain time of the season?

Tall fescues do not spread by rhizomes. Kentucky bluegrass does
however, and might be a good choice to add to your mix (15 to 20%),
but because it takes so long to germinate, should really only be sown
in the fall.
