Default Garage and holes

In general, yes, but you may need to use bolts if the walls are very
thin. Always use washers or equivalent that are much larger than you
think you need, to avoid cracking the concrete.

Or you could scrub the relevant areas clean, abrade them, and use
epoxy resin glue.
