Default [IBC] Bug or Fungus?

Hi! I'm new to this group, and am in need of some help. I was taking some of
my trees out of winter storage . When I noticed that two of my trees had
lines in the bark. Upon closer inspection the hawthorn had a ring all the
way around base. Under the bark it looked like packed dust. I also had a
juniper like this with a groove running down a branch. I had to scrape the
bark down to see this. I don't think I can save the hawthorn except by
letting the suckers on the root base grow in to a new tree. The juniper
looks like it is healing . I dug down and followed the grooves and found no
worms or bugs or anything that looked like eggs. Does anyone have any idea
as to what might have caused this ? Also what to do to pervent it?
