Hi everyone.

The RFD has now been published, and it appears in several
different newsgroups.

However, all _official_ discussion, pro and con, needs to take
place in news.groups.proposals. That is the only group officially
recognized by the B8 Management Board for discussions of new
newsgroup creation.

Please be aware that not all NSPs carry "news.groups.proposals." I had to
switch NSPs.
