I don't think anyone has mentioned looking out for plant sales at open
garden days in the summer. There, you may well find perennials and shrubs
at low prices. And make friends with other gardeners and ask for rooted
cuttings, offering perhaps, a cake or a jar of home made jam in exchange
etc.
