How hard is safe?? Some shrubs don't like too much taking off I
think? Any ideas?

My approach is always: If it is too big for its place it gets cut back
hard - if it survives, fine, if not I've lost nothing!!

I suspect P.tobira would thrive on a hard prune, but have no direct
experience.
