No, it would be a god-send for the criminals.
It would have immediate effect for all their
deliberate seeding of their own crime
scenes with other people's fag buts, tissues,
old gloves etc. At the moment such
seeding is having very limited effect.
All those time-bombs in the
crime-scene side are just lying there.
Imagine the explosion of false
prosecutions if everyone had a reference
sample included on the NDNAD.

After all its in the criminal's own
interest to so deflect suspicion away from
himself - to whoever else is irrelevant
to himself. Its a whole new ball-game
coinciding with the almost universal
use of wheelie bins for targetted deflections.
