Caper spurge, Euphorbia lathyrus
It's a biennial, and dies after flowering, so if you want it permanently
in the garden you'll need to keep a look-out for seedlings I've had one
for the last 10 years or so - can't remember off-hand where this year's
seedling is ;-)
ISTR they're annual down south.
