is illegal.
You can reward those who meet a certain criteria but you can't
punish those
who don't.

How can you do one but not the other? Doesn't the lack of a
reward necessarily imply a punishment (at lest in the mind of a
child)?

In our Florida district such sales are not allowed for the very
reasons we are seeing.
