Obviously someone who doesn't understand cats.
You will note that he still had to feed the dogs, so they didn't catch
the cat. The funny part is going to be the continual barking of the dogs
when the cat gets its revenge by walking along the fence top.

Ours sits on top of one of the rainwater tanks and lets it tail hang
down. Yapper next door goes spastic whilst cat sleeps curled up in the
leaf filter/strainer.
