That also depends on whether it is a tree tomato (tamarillo), or just a
tomato you are talking about. The latter needs pulling out, but the first
grows for many years.

Tomatoes and capsicums are annuals, so once they have finished fruitng
they will die anyway, so pull them out. You might be able to keep the
capsicums going till next year, but I don't know if they will produce
much.

You shouldn't have to damage the plant to harvest the fruit. Just snip
or twist it off. The plant won't mind, but it will probably die anyway,
as it is the end of its season.

You can save some of the seeds from the tomatoes and capsicum that you
harvest, and plant them next spring.
