got such uninterested people on the council but remember - they're
elected.
Stand against them yourself or at least raise public awareness.

Only Councillors are elected and they have little to do with the everyday
things Councils are supposed to do. The Council workers are employed to do a
job and if they don't do it complain to their boss the Head of the Council
and your Ward Councillor (who can kick arse) and continue upwards until
someone does something about the situation.
