Gonz ("Gonz" T o p @ S e c r e t . c o m) gurgled happily,
sounding much like they were saying:

Read it as it reads...
"You must use headlights at night, except on a road which has

Indeed - that is exactly what it says. Nobody is arguing with
that.

Unfortunately Gonz thinks 'except' means you MUST NOT rather than
NEED NOT.

I blame the failed education system in this country.

What has failed?

Here's an example. A real school teacher I once knew said she though
accurate spelling wasn't importasnt since 'creative spelling' was a
form of self-expression foir the little darlings.

With 'teachers' being pro-misspelling how much more ****witted can
it get ?

Spealling isn't a sign of intelligence, some are naturally able to
spell.

Exactly.

Take Alan, for example.

Also just look at the giveaway exams and degrees today.

Where do they do this? When was the last time you sat one of these
exams?

Don't embarrass the man, Phil.

Been there, done that.
