I've planted pumpkins and spaghetti squash in a reasonably large bed,

How do I `train' them to stay in this area? Is it safe to snip off
bits that are starting to stray?

Just do exactly that Tom. While you may reduce your crop a little from
not allowing them to spread, you will also encourage new growth on the
plant that my result in more pumpkins.

You can also pick up sections of the vins that are starting to stray
and redirect them back into the garden bed.
