Default Sphag and Bag - When is enough

I tried the Spag and Bag from http://www.firstrays.com on 3 dendrobiums
that did not appear to be growing new roots, and were going downhill.

2 died but one is doing quite well. At what point should I repot though? A
picture link is attached. Size can be estimated based onthe standard plant
tag and the Floral wire in the picture
