Default Flowering cherry

Best to just rub them off rather than cutting them as the latter may
encourage new growth.

erm... "rub them off"?

It has produced two thin branches on the rootstock about 3 inches long
with the green leaves on those. :/

In that case you have no option other than to cut the green shoots off
cleanly and as near to the rootstock as possible. Rub off any new
shoots which are reverting, at first sight.
