Here come some technicalities. You asked for it. ;-)
When you send a file over the internet, it must be encoded (converted
into alphanumeric characters, actually.) The standard methods are MIME
and UUE. Both actually make the transmitted file bigger than the
original. Your e-mail program/newsreader/browser converts the file back
into its original format. ("Standard" means approved an adopted by an
international body, which is made up of delegates from national
standards and professional bodies.)
However, a yEnc encoded file is smaller than the original, which is a
great benefit to people who are on dial-up. Also the further you are
from your broadband node, the slower your speed, so it can be of benefit
even to broadband users.
Unfortunately, yEnc is not standard, exists in several non-compatible
versions, and is proprietary. Most 3rd party newsreaders can handle some
or all varieties, but OE can't - MS doesn't license other people's
software, it buys it, and the owner didn't want to sell. Or so the story
goes.
