The onions should be planted with the tops sticking out above the surface. Birds will disturb them, but not, in my experience, remove them. You just need to check regularly and push them back in if necessary.
Garlic should be planted below the soil surface and is very unlikely to be disturbed.
I wish you luck - it's been a crap year for overwintering onions.
