That is what it is and I have checked with the council (Website) and it is
a Noxious Weed.

The place next door is rented out and getting them to get rid of it would
be like pulling teeth.!!!!!!!!!!!

If it's a noxious weed in your area, then it wouldn't be up to the tenants
to remove it but certainly the owner of the property would be required to do
so.
